Question about creating a new server

Dear all,

Running postgresql 8.0 on windows xp.

I tried to create a second server from within
pgadminiii.

address = localhost
Service = pgsql-8.0
user = postgres
port = 5433

When I do so I get the error message
error connecting to the server: could not connect to
server: connection refused (.....)
Is the server running on host '127.............
and accepting tcp/ip connection on port 5433

Can anyone explain me why it is not possible to create
a new server?

If I would create a new server using initdb would it
then become visible in pgadminiii?
