If you built from source, did you run configure with --with-tcl?

When I build PostgreSQL on Solaris 9, I run configure with the
following options (amongst others not shown):
configure --with-tcl --with-tclconfig=/usr/local/lib
Try rebuilding and reinstalling PostgreSQL with those options and
see if you can then createlang pltclu.
