PHP is getting a full-featured database access layer with PHP/PDO.

The input routines for float4, float8 and oid now reject empty string
rather than treating it as 0. If your application depended on the
previous behavior, now is the time to fix it.

SPI cursors now support scanning the results of utility commands that
return tuples. Look for tools that make EXPLAINs a little easier to
read as a result.

Four more (rare) buffer overruns were removed from the PL/PgSQL
parser.

Improvements and clarifications of the documentation continues apace.
