Superuser is the user who started the database (following the default installation procedure 'postgres') [and who executed the initdb command - I'm not sure in this one]
Execute 'psql test postgres' (or 'psql test' if you are logged in under 'postrgres')
Notice the '#' symbol at th e end of the command prompt, which indicates superuser privileges. On the contrary '>' is for normal users.
Type 'CREATE USER whoever ;' to create a new user (semicolon!).
