¿Cómo lo puedo solucionar, donde puedo encontrar la
información para solucionarlo?

Cuando instale los modulos de conexión de apache(y
php) se instalan las bibliotecas de postgresql 7.4.2.
¿Esta es la causa del problema?

La versión 7.4.3 no tuvo problemas en la regresion.
