No. However, PostgreSQL 7.4 will support a native Win32 port that does
not require Cygwin.

Unless you are distributing non open source, C/C++ based executables
that are linked against the Cygwin DLL, then the above should not
matter. Just package up the source for *all* distributed Cygwin
binaries (e.g, Cygwin, grep, PostgreSQL, etc.) and you will be GPL and
Cygwin license compliant.
