I think there is a bug on postgresql 7.3 jdbc

I have a intranet that runs on postgresql 7.1 and (resin as container
and red hat 7.2 linux) working well
So, i tried to upgrade to postgresql 7.3.1
The export done OK, but when i started to test the pages,
i got some weired results.

There is a example:
on psql:
intraprime=# select nome from setores where codigo=5;
nome
----------
Custdia
(1 row)

but on a jsp page, i got that result:
<option value='5'>Custdia</option>

It seems that every accent character is changed to ''.
I've tryed all versions os pgjdbc73 and the development drivers. I
tryed too the pgsqljdbc72 driver, but no sucess.
