[GENERAL] Compiling libpgtcl.dll

This is a repost. Hope to get some answer here, because I got none in
-general or -interfaces and really need it working.

Hello:
Is there some document describing how to compile
libpgtcl.dll? I've tried nmake /f win32.mak (w2k, MSVC++ 6.0) and
fails misserably:

No configuration specified. Defaulting to libpgtcl - Win32 Release.
