Well, I had the equals sign because the documentation for other params
suggests it:

CREATE DATABASE name
[ WITH [ LOCATION = 'dbpath' ]
[ TEMPLATE = template ]
[ ENCODING = encoding ] ]

Maybe we should make the equals optional for all these options.
