PuTTY -- http://www.chiark.greenend.org.uk/~sgtatham/putty/

The CVS (not the released) version supports tunnelling, and it's free
and extremely small (<300k for one of the executables, no DLLs). There
are both terminal-like and command-line programs in the suite.
