I see in command/trigger.c:
if (stmt->row)
TRIGGER_SETT_ROW(tgtype);
else
elog(ERROR, "CreateTrigger: STATEMENT triggers are unimplemented, yet");
We have per-row triggers but not per-statement triggers. Seems we use
RULEs for those.
