I have added a dbase conversion utility into CVS under /contrib/dbase.
I have made a Makefile to match our normal configuration.
The only problem is that the utility needs libiconv. I have it because I
use wv to convert MSWord documents, but I bet most don't have it. How
do we handle /contrib stuff that needs special libraries?
