The above is a known problem, please see the mailing thread that begins

Note that the problem has already been fixed in the current Cygwin CVS.
Currently, you have two options for a workaround:
1. Since the problem was introduced in the 2001-04-14 snapshot and as
you found out also exists in the 2001-04-16 one too, use the 2001-04-13
snapshot instead.
2. Build cygwin1.dll yourself from the current Cygwin CVS.
In the future please post to pgsql-cygwin(at)postgresql(dot)org instead of
sending private email, so others can benefit too.
