I've just uploaded to my site the current JDBC driver.

For JDBC2 (ie JDK1.2.x and JDK1.3.x):
http://www.retep.org.uk/postgres/jdbc7.0-1.2.jar

For JDBC2 (ie JDK1.1.x, 1.1.7 or later advised):
http://www.retep.org.uk/postgres/jdbc7.0-1.1.jar
