I have re-done pgaccess again, both trees.

Because wish is configured via a path search, I moved the WISH= line
into Makefile.global, so people can change it easily there, or in
Makefile.custom. Having in embedded in pgaccess/Makefile was too
goofey.

There is no pgaccess/Makefile.in anymore. It gets its WISH from
Makefile.global, like PERL gets defined.
