How do you compile postgresql on NT?

I've tried compiling it over and over again but I just can't get it to
work. The Akesis site mentions that you should have cygwin, egcs, IPC, and
some other tools and I've got all that stuff but I don't know how it's all
supposed to fit together. Has anyone compiled the server for NT and is
willing to share directions on how they did it?
