I am not sure about Access but I use ODBC from Excel and VB.
I leave my backend in default date mode (US private format) but rely on the
ODBC driver to switch itself to ISO format (as I recall, this approach was
decided by consensus a few months back).
In VB, this seems to be converted to whatever I select in the Control Panel
Regional Settings.
Sometimes I also use the VB Format function to manipulate the raw input format.
