We have noticed the following error in our CI builds:

Errors during downloading metadata for repository 'pgdg13':
- Status code: 404 for
https://download.postgresql.org/pub/repos/yum/13/redhat/rhel-8-aarch64/repodata/repomd.xml
(IP: 72.32.157.246)
Error: Failed to download metadata for repo 'pgdg13': Cannot download
repomd.xml: Cannot download repodata/repomd.xml: All mirrors were tried
```

I have checked the reported URL, and actually, for the `rhel-8-aarch64`
directory, `repodata` is missing.
