pgBadger v12.4 released

## pgBadger

pgBadger is a PostgreSQL performance analyzer, built for speed with
fully detailed reports based on your PostgreSQL log files.

pgBadger 12.4 was released today, this release of pgBadger fixes some
issues reported by users since last release.

- Fix pgbouncer report with version 1.21
- Prevent parallelism perl file to be higher than the number of files.
- Fix regression tests broken since v12.3.
- Fix cases where LOG entries where counted as ERROR log level entries.
