The following bug has been logged on the website:

Bug reference: 16713
Logged by: Simon Rathbone
Email address: s(dot)rathbone(at)therathbones(dot)com
PostgreSQL version: 11.9
Operating system: Azure Hosted (so the version is 11.x)
Description:

After upgrading to pgadmin4-4.28-x64 the website would no longer load. It
just got the the wait screen with the swirling logo and never moved
forward.

I uninstalled then reinstalled 4.27 x64 and now it doesn't load at all.

Not sure what to do now so I will just reinstall the latest version and hope
for the best.
