Description:

Using the postgresql yum repository on Fedora 28, the postgis23_96 package
requires geos>=3.6.2, however on Fedora 28 only geos 3.6.1 is available.
PostGIS subsequently fails to install:

# dnf install postgis23_96

- nothing provides geos36 >= 3.6.2 needed by
