Bug reference: 15047
Logged by: Antonio Henrique Alves Gomes
Email address: goreau900(at)gmail(dot)com
PostgreSQL version: 9.6.6
Operating system: windows server 2008 R2
Description:

I'm upgrading from 9.2 to 9.6 using pg_upgrade but while checking for
required libraries, I'm getting an error: shell.dll is missing. Copying to
new directory doesn't work and I dont know what to disable in older version
to solve the problem. How to fix this?
