GSoC page under /developer is out of date

The GSoC page which is linked to from /developer is wildly out of date, as it
refers to the 2018 GSoC program. Rather than trying to fix that, maybe we
should just link directly to the main GSoC wiki entry [0] as that seems to be
where the information is maintained? The /developer/summerofcode/ page could
then 308 redirect to the same to handle any bookmarks etc.

Or does anyone feel like resurrecting it and keeping it alive?
