When you have a specific patch to propose, the best way is to send
an explanation and a context diff to the patches list
(pgsql-patches(at)postgreSQL(dot)org). The other mailing lists aren't the
most appropriate places for patches. The bug form is for reporting
bugs that you don't have a fix for...
