A quick look on postgres.org yielded me this:
http://postgres.org/users-lounge/docs/7.3/postgres/
That's the online version. You can also download a .tar.gz with all that
documentation to store locally on your machine.
Notice in the table of contents, an entire section for installation on
Windows.
Cygwin comes with PostgreSQL included as a package, so you could just
install Cygwin and have 99% of the installation work done for you.
Cygwin is a Redhat product that is free-of-charge.
