Actually you don't really need any rights to do this.
Anyway, I have setup and admin folder in /usr/local/www/www/admin
(http://wwwdevel.postgresql.org/admin/). In there is a .htaccess file
which shouldn't need to be touched. There is also a password file
(/usr/local/www/portal.htpasswd) which contains the passwords. I have
added myself for now, but anyone in the www group can add an account for
themselves using something like:
% htpasswd /usr/local/www/portal.htpasswd <username>

How do you check the users?
Per apache or per application
.htaccess and htpasswd are apache things but
they can be use with mod_auth
please bring light to my dark place :-)
