OK, I got it to compile against wx2.4. Install the normal build, then
replace the .exe with the one from
http://snake.pgadmin.org/ftp/release/win32/win9x/

This will work it's way on to the mirrors within the next day or so.

Note that CVS head is definitely not 9x friendly at the moment...
