I had the same problem, it took me 2 days to figure it out.
My problem was the enviroment variable in windows (CYGWIN=server). When you
install cyrserver it writes out thet he needs this variable. So put this
enviroment variable.
Look in the document: /usr/share/doc/cygwin/postgresql-7.4.3.README at the
special instructions(chmod for the temp dir and /usr/bin etc).
