Even though I have a RHEL 7 machine. It's unlikely I'll ever upgrade it to PG16 before I upgrade the OS.
I'd be afraid applications I use it for would break since some critical changes for PG have happened over the years with drivers and just some syntax changes that affect performance with some syntax at best or just incompatible with the drivers.
So I think you dropping PG16 support would be the least of my concerns.
