I just got this going today (thanks to 'Cedar') and then realised we weren't cc-ing the ODBC mail list.
I had several problems: telnet-server and tcpd hadn't installed and I couldn't telnet to this box at all, and then I discovered via netstat that the TCP socket wasn't listening. I changed the position of the -i flag in the postmaster command (even though it never complained), and that got it!

Try a port scanning utility (I think multiscan is available on sourceforge). Also in postgresql.conf (in the data directory) try:
tcpip_socket = True
Antoher possibility is the pg_hba file isn't properly set up. Having a pg_hba.conf of this:
host all 0.0.0.0 0.0.0.0 password
will allow anyone to connect from anywhere using a password.

Apologies for a rather basic query:
Having stripped out my old SuSE 6.2 and replaced this with SuSE 7.3 (note everything was reformatted), I now cannot connect to my newly created database via ODBC from Paradox.
ODBC version: 07_01_0008
PostgreSQL version 7.1.3 (as installed from SuSE 7.3)
Windows psqlodbc log file shows:

How can I check the remote socket? The postmaster has been started with the '-i' option.
Is/will there be a PAM issue here as well, which is/will reject the connection? I haven't figured out PAM yet and can't ftp or telnet (at least in SuSE 6.2 I got telnet to work!)
