This is not needed anymore since PostGIS 3, since the lib file no longer has
the minor.
So doing pg_upgrade from PostgreSQL x 3.2 straight to PostgreSQL 15 3.3.0
will work just fine.
For regression testing, it's useful.
We are planning to release PostGIS 3.3.0 before the end of this month.
