Hi,

I was looking for pgAdmin Salas kind of solution. One pgAdmin server for all of us such that I can even work on my PostgreSQL servers from devices such as Android tablets so long as the service is available on my browser with me having to install it on my servers if it can do so in a secure environment.

If I understand your problem correctly, pgAdmin4 runs in two-mode (Desktop and Server). In Server mode, users can sign-in using their credentials, but as the first step Administrator has permission to create new users (as normal or admin).
