PostgreSQL 16.4 Enhancements

• Improved security with prevention of unauthorized code execution during pg_dump
• Enhanced accuracy of Merge Right Anti Join plans
• Resolved VACUUM infinite loop issue
• Fixed partition attachment problems
• Improved ISO-8601 time format handling

Oracle Compatibility Features

• Oracle sequence support added
• New xmlisvalid function
• Character type limit set to 2000 in Oracle mode
• Support for adding constraints to existing tables using ALTER TABLE ADD (CONSTRAINT ...)
• New Oracle-compatible functions: TO_MULTI_BYTE(), TO_SINGLE_BYTE(), ASCIISTR(), COMPOSE(), DECOMPOSE()
