Postgres Professional (Postgres Pro), the Russian PostgreSQL company, has prepared binary Windows® builds of PostgreSQL. Versions 9.5.0 and 9.4.5 are available for download at http://postgrespro.com/windows. The installer sources are on github.
The installer sources contain the complete build scripts set. This allows everybody to build custom variants of PostgreSQL with any versions of all the required libraries including openssl, perl or python.
